This is Lil' Miss Vixen, a character in Atomic County. Atomic County is a comic book created by Seth Cohen, on The Oc, which is probably the best TV show you will ever come across. Lil' Miss Vixen is based on Summer Roberts, Seth's girlfriend. All of the characters in Atomic County are based on people in Seth Cohen's life. His best friend/brother, Ryan Atwood's character is Kid Chino, Marissa Cooper's is Cosmo Girl, and Seth's is the Ironist. I would definitely buy Atomic County if it were in stores. Atomic County is also a mini cartoon series which can be found on YouTube, and is Available on iTunes.
